We saw the exact same thing happening a few days ago in a cafe where we were drinking, and a new customer coming in noticed a bee on the window sill. It was put outside on a terrace table with a bit of sugar water.
It may have been too cold, but the sun was shining on and off, so maybe it warmed up enough to get back to its nest or a safer place.
